Strategic Context

CEDAW General Recommendation No. 39 (GR39), adopted by the UN Committee on the Elimination of Discrimination Against Women in 2022, is a landmark international legal standard affirming the rights of Indigenous women and girls as land defenders, spiritual leaders, and rights-holders within both individual and collective frameworks.

The United States has not ratified CEDAW. PLUME positions GR39 not as an external framework dependent on federal action, but as a self-determined legal tool that Indigenous Nations, tribal governments, and Indigenous women's organizations can adopt and deploy now.
